Immediate open access for academic papers from 2025

Starting from FY2025, the articles resulting from nationally funded research in Japan must be made open-access (OA) immediately on publication.
Use “naistar” to make your paper and its evidence data open-access.

Research funding programs requiring immediate open access

The following four competitive research funding programs will be subject to the immediate open-access mandate from FY2025
 * This will apply to new applications from 2025 and onwards.

Subject to immediate open access

・Peer-reviewed academic papers
  Peer-reviewed research articles published in electronic journals. (including the author's final manuscript)
・Evidence data
  Research data that are required to be published in the writing guidelines and publication rules of the electronic journal in order to ensure transparency and reproducibility.

Gold OA means to make your articles freely accessible on a publishers platform, usually paying an APC (Article Publication Charge) is required.
Green OA is self-archiving, the authors make their articles open access through institutional or field-specific repositories according to publishers' policy. No cost in most cases.
If you have not chosen open access (Gold OA) on a publisher's platform, please consider open access (Green OA) on naistar.
The standard for achieving Open Access (Green OA) is that “academic papers and evidence data must be searchable on the research data infrastructure system (NII Research Data Cloud)”. For example, they need to be searchable on CiNii Research.
Articles published in naistar will be harvested into IRDB and searchable in CiNii Research.

What you need to register with naistar

・Consent of co-authors
   We recommend that you get consent while writing the paper
・Final manuscript of the author
   The final manuscript that has been peer-reviewed (required if the publisher's version cannot be registered)

Application for repository inclusion

You can apply through the Research Achievement Management System (RAMS).
When entering your achievements,
  • select “Yes (full text can be registered on naistar)” in the field about whether or not you want to register your achievements on naistar
  • select “Agreement confirmed” for consent from all co-authors
Also, if you can upload
  • the author's final manuscript
  • the copyright transfer agreement
the registration process will go more smoothly.

Restrictions on naistar

When a publisher allows an author to deposit their work in the institutional repository, they often impose the following restrictions:
  • The publisher's version is not allowed, the author's final version must be registered
  • There is an embargo period
The embargo period must be reported as one of the reasons for not being able to choose OA immediately when the report is prepared, and it is required to make it public as soon as the reason is resolved.
naistar will provide with a URL, and it will be automatically made public when the publishable date arrives.
Please note that there may be cases where publishers do not allow the use of institutional repositories, or where the publisher does not publish a usage policy and it takes time to investigate. We may not be able to respond to urgent requests near deadlines, so please apply well in advance if you wish to use naistar.
